[arm-allstar] dead or /SK nodes

Just my two cents worth.
First condolences to the family and his friends.
When his license is turned in or cancelled by the FCC, a new call for the node would have to be used, since the gentleman's call is no longer active.  I do not know when the FCC requires that a SK's call be turned in,  Perhaps there is no requirement for this, I just don't know.  It is a very nice sentiment of his widow to keep things up and running.  Very view wives, I think, would be so moved. Bless her.

David and crew, is there a procedure to shut down a node or reclaim the 
node number if it is well known the holder is /sk?

How bout nodes that have never been active or have gone beyond a 
reasonable length of time (maybe 2 yrs?) without ever coming up.
