[arm-allstar] dead or /SK nodes

Fred's (W0FCM) wife wanted to keep everything up and running as long as she could - with my assistance.  If there is an issue with his repeater nodes, please let me know.

W0FCM is /sk but still has a pile of node numbers and things on the air.

David and crew, is there a procedure to shut down a node or reclaim the 
node number if it is well known the holder is /sk?

How bout nodes that have never been active or have gone beyond a 
reasonable length of time (maybe 2 yrs?) without ever coming up.
