[arm-allstar] delay before courtesy tone

     I have looked through rpt.conf, the wiki and done some searching, 
and I can't find where you change the delay  between when someone unkeys 
and

the courtesy tone for

linkunkeyct

gets played.


I would like to shorten this a bit if possible.  There is a bit of a 
noticeable delay between when someone unkeys and the tone plays.

There are no delays at the beginning of my tone.
