[arm-allstar] Weather alerts announcing every minute...HELP!

Hi Everyone,
The AutoSky script is set to run every 4 minutes (see the file:
/var/spool/cron/root). If the weather conditions are changing rapidly,
AutoSky might update the message played at each 4-minute interval. When
the conditions change, an announcement is usually immediately made. Then,
that same announcement will get played as a tail message. So,
theoretically, there could be many announcements close together during
rapidly changing storms.
We'll take a look at a solution for excessively frequent announcements.
