[arm-allstar] delay before courtesy tone

Doug,

Take a look in rpt.conf at the wait-times stanza for your active node. The 
default in wait-times is unkeywait=800 (milliseconds).

I would like to shorten this a bit if possible.  There is a bit of a 
noticeable delay between when someone unkeys and the tone plays.

There are no delays at the beginning of my tone.
