[arm-allstar] Cop,48

Helping a friend with a new node. After installing the latest Hamvoip 
software on a Pi3+ I find it no longer transmits the digits following 
the cop 48 command.
These are used to send commands to his Arcom RC-210.
Using the CLI It appears to act on the command --> rpt fun (node) *983  
but no tone is transmitted via the radio.

The 983 cop 48 command has been configured and allstar restarted but it 
still doesn't transmit.
Same command works on his older hamvoip version on a BeagleBone but not 
this newer version of the Pi.

Has there been some change that I missed that no longer allows sending 
DTMF tones via cop,48 ?
