Not exactly. That's the default, but it can be easily changed. Here is
what was posted here earlier in the mailing list (13-Jun-2018):
"If you add the line "hdmi_force_hotplug=1" into the config.txt file in
the /boot part, the PI will NOT default to using the other video system
when the HDMI is not attached at boot-up - and the HDMI should be
available anytime you wish to plug a proper HDMI monitor into the connector.
"There are additional settings if you wish further control over the
HDMI connection, and you may find the the HDMI has a different
resolution etc depending on whether it's attached and powered on at
boot-up."
I wrote that about the first Pi thru Pi3B+; not sure about Pi4 as I
don't work with them.
BTW: if you wish, you can also easily stop the default initial power-up
of WiFi and/or Bluetooth for the Pi in the same config.txt file - eg,
to save power and stop unneeded RF if appropriate.
