I don't think the RPi4B boards have any USB power problems themselves. The
*PROBLEM* is when the RPi4's are being powered from weak 5V power
supplies.  Also, early RPi4 boards had a design bug with their USB-C power
connector; this has been well documented.

You shouldn't need to set max_usb_current=1. I'm not certain that's even 
applicable to the HamVoIP release / Arch Linux.

I really WISH the Raspberry Pi folks would have a change of heart and use 
a coaxial power connector---something like found on the Rock64 boards.

Others have reported problems hosting SDRs on the Pi 4, though I think 
some of that was fixed with a kernel update in July.

Did you try adding the line max_usb_current=1 to /boot/config.txt? I 
don't know if that is even relevant anymore with the new boards.
