Unfortunately, I can't help with your problem, but I have had a similar
issue with a Pi 4 2GB and a pair of ThumbDV dongles. The Pi 4 was unable
to host both dongles without the aid of a powered USB hub, but my Pi 3
model B from 2016 had no problems doing so.
Others have reported problems hosting SDRs on the Pi 4, though I think
some of that was fixed with a kernel update in July.
Did you try adding the line max_usb_current=1 to /boot/config.txt? I
don't know if that is even relevant anymore with the new boards.
