[arm-allstar] ASL rpt_extnode list problems

Hi Everyone,

It just came to my attention that the ASL rpt_extnode file download system
has not been updating all day, today, Sunday 11/10/2019. It went down last
night about 9PM, EST.

So, if you've been trying to connect to ASL hubs today unsuccessfully, 
this is a likely reason. Hopefully the issue will be resolved shortly.

The HamVoIP registration system isn't impacted by this outage.
