[arm-allstar] Arizona time with latest update

I recently installed the latest update for one of my nodes and after the
installation was up and running the time was off by one hour. This seemed
to happen about the 3rd of this month. I double checked the time zone to
make sure it was set to AZ time and it was, (PHX) and the new announcement
was without the "o'clock" . I ended up just turning it off. Arizona doesn't
use DST. I wondered what went wrong? My other non upgraded node tells the
time just fine.
