[arm-allstar] Auto-congesting call due to slow response, , then connection failed

Marty,

 Auto congesting can have many meanings and it is impossible to know every
one. It basically means I know how to get there but I am not getting
anything back. When you have a situation like this it is generally that the
other end can not get back to you which could mean their port forwarding is
not working, the Internet path back to you from them is bad, the other end
has bogus routing info for you, they are blocking you and probably several
other reasons.

In a cases like this you need to communicate in some other way with the
node user you are trying to connect to and find out what might be up at
their end. Have them do a dns-query for your node and see if the address
and port are correct. See if others can connect to them. You can learn a
lot if both ends are in the Asterisk client and observing messages.
