[arm-allstar] Auto-congesting call due to slow response, , then connection failed

Now after all this time it will allow me to connect. Very weird!

I would see no reason for him to block my node, we've been talking for years and
has been helping me with projects him and I've been working on over that time.

It was frustrating over that time that I could never connect to him but had to wait for
him to connect to me. He just now gave me login access to look over his files to see if I could find anything and now
tonight I can connect to him.

I've been wanting to know what Auto-congesting call due to slow response, then connection failed and did not find any information on this error
  was driving me nutz, ASL could not help as they found out I was using HamVoip and decided to send to the mailing list.

Marty,

  I have no problem connecting to that node - 29103 here. See below. I would
guess that either there is a path problem or he possibly has a blacklist
blocking your node. If you know the person get a hold of them and see what
might be wrong. Since I can connect from here it is not a port forwarding
problem at the 29103 end.
