Power is based on speed and there is no reason to run it at full speed in a
typical Allstar server. The same is true for the 3B+. You have control
over processor speed and in the default non-turbo on-demand mode it
switches to a higher speed as needed. I suspect you could limit the maximum
(higher) speed on a simple one radio server and just a few connections to a
lower setting. We will see how the 4B plays. Maybe there could be several
CPU speed settings that could be offered. Even if the Pi drew 3A
continuously, which it doesn't, it would only consume 15 watts. Typically
the average current draw is well under 1 amp. The problem is the heat is
generated over a small area and possibly a better or larger heatsink plus a
fan is required for higher speed use.
