[arm-allstar] SAYTIME.PL is quiet

Jim,

 Duplex=0 turns off all telemetry. The weather output is voice telemetry.
As I remember I think there is a quirk (maybe intended) that if you use
playback instead of localplay in duplex=0 it will play locally and not
globally. But in order to do that the script would have to be modified.

There are alternatives to using duplex=0  if you don't want certain
telemetry like courtesy tone and connect announcements which can be turned
off individually with rpt.conf commands and leaving duplex=1 and then the
localplay and playback will work correctly.
