[arm-allstar] SAYTIME.PL is quiet

Now that I have some spare time, I am looking to get saytime.pl and
weather stuff to work.
If I run it ( saytime.pl w-KTXCEDAR65 42563 ) only nets me a text
output in the terminal, but no sound out the repeater.
Im going to guess it is because how I have the URI connected to my
SCOM 7K 2nd ports, hence have to set my config thusly:

In this configuration it works fine, connects to other nodes and works fine.
Changing ANYTHING and things get weird (1-way audio, hangs PTT, etc)
If I am in Supermon CONTROL and select anything LOCAL, no voice, but
GLOBAL speaks out the RF.
Any hints on how to fix this? Did I flub something?
