[arm-allstar] 2nd radio port with hamvoip & RPi3B?

I plan to do this with one radio on a public node, and one radio-less 
node on a private node using a Pi 3 B (not plus) to always have a 
microphone and an easy way to monitor handy. The configuration for this 
looks pretty straight forward, and I don't foresee any issues doing 
this. I will put a ground lift between the audio output of the 
radio-less node and any gear to hopefully avoid problems with the radio 
itself.
