[arm-allstar] Pi4 Hamvoip Code now ready

The Pi4 Hamvoip code is available for download now. This code will work on
any Pi2, 3, 4. We are releasing this version for testing and while we do
not see any problems after running this for several weeks to be cautious
this is considered a pre-release. Download and write the image to an SD
card and setup as you normally would. There will be no need to again write
the SD card as the online update process will be as usual from the admin
menu for any future changes. If you use this code please let us know your
experiences with it. We will be making this a general release for all via
update and web page download soon.
Linux using dd to write to the SD card (experienced users) -
Example: xzcat RPi2-3-4_V1.6-01_Allstar.img.xz | dd of=/dev/xxx bs=1M
Where xxx is the device name to write to.
Windows self extracting (recommended) -

Self extracting Windows using win32diskimager.
Latest win32diskimager and putty are included
if you don't already have them. Run this exe file and
the win32diskimager, putty, and Hamvoip .img file
to write to the SD are created. Then use win32diskimager
to write the .img to your SD card.

These are the light versions which do not have the mass of extraneous
drivers most of which are not even for the Pi. If you have a strange driver
need you will still need to get the the extra package AFTER starting the
new image. Here is the download line in Linux for that. Do not download
this if you don't need it as it takes up a good deal of unnecessary space.
Most do not need it.
