[arm-allstar] Motorola Radio

I am getting mine locally as surplus equipment. The company that used them
before, has moved to something else. It will have to be re-programmed for
sure. It is said to be a 25 watts radio but on lower frequencies (144-146)
it will only deliver 10 watts.
