[arm-allstar] Timing for echo link with allstar

Kerry,

   I think this may be an operator issue. Echolink as I am sure you know
does not have PTT like on a handheld or radio and users often forget to
unkey or take their time unkeying because rather than releasing something
they actually have to press a key on their computer or phone.
