[arm-allstar] User Contexts for IAXRPT connections

Mark,

 There is really no way to do that. When you connect iaxrpt you have full
access to all available system commands. Therefore it is really just for
you and anyone you trust. I would say supermon would be a better choice but
it still lacks user defined control. Access rights based on login is on our
list of things to add to supermon because it is sorely needed.
