[arm-allstar] User Contexts for IAXRPT connections

Doug,

Thanks for the update.

The hope was to be able to extend connectivity directly to the node to end
users, similar to an Echolink connect, but not have them be able to manage
the node.

I will convey this to my folks and we will go from there.
