[arm-allstar] Restart Echolink Module

Don,

 I am surprised Echolink  is causing problems. MANY things were fixed in
Echolink over the last year and most find it very stable now. It would be
good to know what exactly is causing it if it actually is a problem and not
somehow contrived. It may have nothing to do with Echolink. We have heavily
used servers running for months and only restarted when updating. In any
event you do not need to reboot. Just do an asterisk restart - astres.sh
- reloading the echolink module does not work.
