[arm-allstar] Restart Echolink Module

Is there a way to restart the Echolink Module with out affecting the
Allstar Server?

Our Repeater Pi has been "Fingered" so much with TOO MANY COOKS IN THE
KITCHEN that it appears unstable, Echolink goes down at least once a day I
am told.
The Current Repeater Committee wants to REBOOT it every day.

I suggested NOT doing that. However, I am only one voice, not the repeater
committee.
