[arm-allstar] Restart Echolink Module

Scott Suggested REloading Echolink and Leaving Allstar alone!
Therein the reason I sent you the Question.

Since I am NOT IN THE LOOP at that project any longer.
I really have no say in what they do. They are the Repeater Committee

I agree, Charlie has a node up 55 days now, The Node at my Son's house runs
for weeks without problems.
The Node here with Echolink has run for weeks at a time. Only Rebooted when
rpt.conf changes are made.
This problem is Unique to W1PB and the "Cooks in the Kitchen".

I thought I would pose that question. I think I already knew the answer.
But What the H... I asked anyway.
