[arm-allstar] Kenwood TH-D74 DTMF troubles

Using the asterisk -rvvv is where I can see it’s only decoding 4, 7, 8 and * tones. 

I had a friend try his TH-D74 on his nodes the next town over from me and his works fine also. So I believe I have something on the Allstar nodes of mine set wrong. Just haven’t found it yet.
