[arm-allstar] Kenwood TH-D74 DTMF troubles

LLoyd,

   did you check levels on the D74 vs. the other radios? It is possible the
DTMF levels are significantly different. The pre/deemphasis setting is
based on your node radio's requirements. What is your node radio? FOB?
