[arm-allstar] echolink node duplex setting

We have an echolink pseudo node set up for our friends that want to join 
in on our AllStar repeater QSOs.  It seems that we need to leave 
considerable time between transmissions to hear when someone from 
echolink wants to get a word into our conversation.  The echolink node 
is set to duplex = 0 currently.  Would changing to duplex = 2 allow us 
to hear someone on echolink while an AllStar user is also talking.
