[arm-allstar] Where to do CTCSS decoding in a voting config?

Doug,

Check out our RTCM documentation at http://wiki.allstarlink.org/. On the
mage page you will see 2 sections, one for the RTCM and one for the server,
under the RTCM Info heading.

With the RTCM channel driver there is no CTCSS decode as in usbradio. Your
receiver must provide CTCSS detection.

Echolink works the same on all AllStar nodes. It's setup is independent of
rxchannel.
