[arm-allstar] Where to do CTCSS decoding in a voting config?

I am in the process of prototyping a multi-site repeater configuration
using RTCM boxes and Pi3's for a Seattle repeater system.  I am little
confused about where to do the CTCSS decode.  Can that be done by Asterisk
or should I do that in each receiver and feed that decode signal to the
RTCM on pin 4?

What's the best documentation on setting up asterisk for voter usage? (I
only found the reference to changing rxchannel by accident in an email to
this list)
How about how to integrate Echolink and IRLP?
Sample working config files (sans passwords)?
