[arm-allstar] Skywarn Alerts

Special Weather statements are just that - statements that don't fit into
other categories. I suggest you get the URL used in AutoSky.ini Ofile= and
check the alerts for your area by executing it directly on the web to see
what the statement actually is. There are so many different and mostly
minor statements it would be impossible to cover them all. Here is one
issued for me right now -

precipitation is winding down from west to east, standing water from the
earlier rain may freeze as temperatures continue to drop through the day.
