[arm-allstar] Resolv.conf for satellite users

There is a complete, local copy of bind9 setup as the default resolver in 
tht HamVoIP distro. So, under most conditions, 127.0.0.1 should work.

We're working on an automatically selected alternate config for the 
unusual cases.
