[arm-allstar] PTT hung with RPi2-3 Version 1.5rc2

Hi Joe,

It seems like you may need to add a pull-up or pull-down resistor,
depending on whether PTT is set active hi or active low, directly on the
PTT input pin on the RLC controller.
