[arm-allstar] PTT hung with RPi2-3 Version 1.5rc2

I verified the COS and PTT polarity were correct. Using the V option COS
functions correctly and clears as expected.  The status page does not
report the link is in transmit until after the first real key up from
forcing PTT using Asterisk - CLI.  Then PTT will clear correctly and
un-key.

Duplex=0 is set because its interfaced to a Link Comm RLC controller and
utilized for a full duplex link.
