[arm-allstar] Disable DTMF muting?

Local muting is not the same as propagate dtmf to another node. In fact the
dtmf sequence is regenerated from out-of-band signalling (data sent with
the voice packet in the IAX protocol. this cant work in a sip connection.
So if you did a sip connection between your 2 node it will never work, same
if there is a sip link in anyway between your 2 nodes..
