[arm-allstar] Disable DTMF muting?

Must be.. One thing to be sure is that it will not work if you start or if
there is the same "trigger" that is use in the allstar config.
Like if you need to send a command remotely and it is 1234*5678 1234 will
be repeated but from the * to the end of your emmisions the rest of the
dtmf wont be repeated cause app_rpt will start to try to decode those dtmf
as a normal command.
one thing that could be also happening is if radio relax is not enabled on
your nodes, app_rpt could be falsing and decoding the * in the string that
you send.
