[arm-allstar] Disable DTMF muting?

Hi Justin,

I tested propagate_dtmf just now and am confirming that something does not
seem to be working as expected, I'm basically seeing the same results you
are....I know this functionality -did- work, I'm not sure what might have
changed.

I'll investigate this further and report back.
