[arm-allstar] Disable DTMF muting?

No, it mutes any sequence.

The muting functionality is somewhere in the code, otherwise the audio 
would pass uninterrupted.
What I'm wondering is where is the kill switch on the muting? Surely 
there is some way to just disable it.
