[arm-allstar] Missing function descriptions in rpt.conf

Jim,

 Yes they were probably left out and cannot be fixed now because this is a
protected file from updates. We could add them to the template but you
would have to do the setup again for it to copy over and it would overwrite
anything you entered. If you want to enter them in your rpt.conf for your
reference feel free to. Info on functions is in the functions howto on the
hamvoip web page.
