[arm-allstar] Weather Conditions standalone script

No real videos to speak of.  I know a little Perl (which is what that script
is written in), so it was relatively easy for me to simply delete the parts
associated with saying the time, leaving the weather parts intact.  Then
it's simply a matter of adding an entry to rpt.conf to call the script (I
used *883 for mine, but that's customizable).  I'll see if I can't do up
some quick instructions and post to my blog a little later tonite, and place
the script someplace it's easily downloaded to a system.
