[arm-allstar] Duplex=0 - messages still possible

I have the same setup (SCOM 7330 with a pair of CDM's on port 1, AllStar on
port 2) with duplex=0/linktolink=yes and localplay does indeed work. I use
it all the time for newsline and other announcements and such that I don't
want to send out globally, globalplay exhibits the same behavior.
