[arm-allstar] Echolink DB query update interval

Hi Lawrence,

The echolink update interval is currently hard-coded in the chan_echolink 
driver. The normal update interval is every 4 minutes.

I'm hesitant to arbitrarily decrease this interval---assuming that this 
works similarly to the current MS windows client software??? (Can anyone 
confirm how frequently windows client updates happen??)
