[arm-allstar] Echolink DB query update interval

The only Microsoft box in the shack here is solely for an EchoLink
radio-repeater node that connects across the state with another similar
node and linked repeaters. The minimum station list update is every 200
seconds (3-1/3 minutes). One assumes the default as hourly (?) :
