[arm-allstar] linking on startup

Chris,

 Just to make sure your understand this because it was not clear in your
message. When an Allstar node comes online it registers and downloads the
current nodes list. Other nodes that you might try to connect to do NOT
have knowledge of you at that point. Nodes download the nodelist at a 10
minute RANDOM interval. BOTH ends need to have knowledge of each other to
connect. So the distant node you are trying to connect to does not have
your routing information and may not for up to 10 minutes. Since this is
random you could get lucky and sometimes connect in 30 seconds and other
times not until almost the entire 10 minutes have past.

While this is the way Allstar works now we have plans in the future to
change that. Having that length of time for a connect especially with the
large increase in portable nodes is not a good thing.

I would suggest using a permanent connect *73xxxx and it should connect
once the other node has knowledge of your existence.
