[arm-allstar] linking on startup

Now that I am on my 10th PI install i have noticed a minor inconstant issue.
After i finish installing a new node i set levels, then i enable the permanent link to the hub server.
The node connects, however there is only a one way connection.
This condition does not happen every time, however it has happened enough that i thought i would ask about it.
After a warm start of the Node it works as expected.
Nodes show registered on the Allstatlink web page.
I do not think this is a router issue as in this instance the nodes do not connect thru a router.
All little about the configuration of my system.
All 10 nodes are on the same sub net, they are connected via multiple hops of microwave (Ethernet).
Hub server on the same sub net and is running Dial on a PC, located at the end of the microwave where the internet connection and router is located.
Each node has a unique port assigned both in the node and on the allstarlink web page
Each node has the correct port forwarded to its local IP address (static)
All nodes have the following set in the rpt.conf file
To link the nodes i have used
startup_macro=*95329883
951=ilink,11 ; Permanent link disconnect952=ilink,12 ; Permanent link receive953=ilink,13 ; Permanent link transceive
To keep the connection on the local intranet i use at the node
29883 = radio at 10.0.1.20/29883,NONE
In the hub i a similar line to above one for each node.
Is this normal behavior, a misconfiguration on my part or a bug?
