[arm-allstar] AutoSky, A Skywarn script for hamvoip Allstar

Testing, Yes!  That is in the howto. You must have missed it. Also
commented in AutoSky.ini.  There are three test files in there. All you
need to do is uncomment one of them (each has different alerts) and it will
usse that data in lieu of the County download. Be sure to re-comment the
line for normal operation. see the Additional Notes section of the howto.
