[arm-allstar] AutoSky, A Skywarn script for hamvoip Allstar

Adding usr/local/bin/AUTOSKY/AutoSky.ON to etc/rc.local gives a voice prompt at boot up but fails to turn on AUTOSKY. Still have to execute it manually in its file. Possibly a bug?

commented in AutoSky.ini. There are three test files in there. All you
need to do is uncomment one of them (each has different alerts) and it will
usse that data in lieu of the County download. Be sure to re-comment the
