[arm-allstar] usb reset issue

Hi all,
Yes, it was power. The USB cables looked good, so I removed the battery
eliminator and moved to the charged battery supplied with the order.
Working fine on battery.
I tried to use 3 different USB power sources... (2 other power sources, 1
2A and the Pi3 itself.) None worked on the eliminator but the battery has
not failed with 30 mins of run time on it so far.
