[arm-allstar] Two node system

I'm working on setting up a two node system (two nodes on one raspberry pi
2) I am running the hamvoip image. I followed these instructions

I can not connect the two nodes to each other. I went to allstarlink.org
and made sure to use the same port.

Is there any trouble shooting suggestions to see if I can figure out why
they will not connect? I've also left the node online for a while to make
sure it gets the database.

In the CLI I says congestion and will not connect.
