[arm-allstar] Quantar and AllStar

You can chase your tail or you can set the audio per procedure.
Unfortunately the prober procedure requires a service monitor. But if you
have one or can borrow one (and the person who knows how to use it) it's a
simple procedure.

Do the TX side first using the toggle feature of simple-usb to make the
reference test tone and adjust for 3khz dev on the service monitor.

On the RX side insert a 3khz tone with the service monitor and adjust the
ASCII meter to the 3Khz setting.

That's it. No more futzing around with levels. AllStar rocks!
